Dusty and Footloose must help Dr. Nancy Winters, a beautiful scientist who was tricked into designing a plasma cannon for Destro. She is being held by Destro's men. Dusty and Footloose decide to rescue her. They steal a vehicle from a Cobra Officer then proceed with the rescue. They meet a man named Ahmed Razouli Jabal, a king who plans on avenging the capture of his people by Cobra and liberating them from his country.
