The Joes think Cobra is using those stolen DNA samples to build an army of genetic super soldiers, not knowing of the real nature of their plot. After Sgt. Slaughter costs Dr. Mindbender the DNA of Sun Zu, Mindbender plans to use Slaughters own DNA as a substitute.
