The Public Safety Bureau assigns newly-appointed agents, Arata Shindo and Kei Mikhail Ignatov, to investigate the crash. The Enforcers, consisting of Tenma Todoroki, Kazumichi Irie, Mao Kisaragi, and Sho Hinakawa, arrive.
