The newly elected mayor Tom tries to make everyone happy. He tries having a booth where he fields complaints, but that only serves to annoy the passers-by. He discovers that there are a lot of people who are happy when they are attending a party, so he arranges for a town party. But this leaves a huge mess so he tries to phrase it so the clean-up effort turns out to be fun. The CEO also complains he wanted to be mayor, much to his nephew Darren's dismay.
