The Shredder prepares to leave the Earth and spread his plans of conquest and mass murder to other planets. As the citizens of New York City celebrate Oroku Saki's monetary aid in repairing the city after the Triceraton invasion of the Utrom homeworld will be jeopardy, the Turtles and their allies decide that they must sneak into the Shredder's headquarters and stop him from leaving Earth at all costs, along with Agent Bishop and his lazer guards.
