As a cold snap sets in, final preparations are underway for the first launch of the Willgem. "Kihel" departs with Corin for the Soleil, and Loran searches for her. Dianna Counter pillages the town of Rudowa, and Fran becomes disheartened after learning that the Luzianna press, owned entirely by the Borjarno family, will cover up the incident and not use her photos. "Dianna" reluctantly orders Phil to disable and capture the Willgem before it can reach the Moon. Loran, Keith, and Fran argue over their chosen paths. Thanks largely to Loran, the Inglessa Militia repels Dianna Counter's assault while the Willgem lifts off and flies to a safer area.
